Project Overview

MFS Engineers & Surveyors (MFS) provided professional services in support of the Integrity Oversight Monitor Act which was enacted for the purpose of authorizing the use of Integrity Oversight Monitors (IOMs) for recovery and rebuilding contracts resulting from Superstorm Sandy and subsequent major storms in New Jersey. Construction projects regulated under this act were resiliency contracts funded by the Federal Transit Administration (FTA) and other federal agencies in excess of $5 Million.

Project Details

MFS was retained by New Jersey Transit through RSM US, LLP to provide integrity monitoring services in support of several Superstorm Sandy resiliency projects aimed towards restoring and repairing communications and signal systems, substations and catenary wires, and other key assets necessary to repair rail services. As the Integrity Oversight Monitor (IOM), MFS provided services consisting of integrity oversight and monitoring to detect and prevent contractor fraud, waste, and abuse. MFS monitored daily work activities performed by contractors, subcontractors, and sub-consultants to ensure their compliance with applicable laws, regulations, codes, programs, and contractual requirements.

A key factor in MFS’ success in its oversight efforts were the development and implementation of programs and procedures to identify fraud, corruption, conflicts of interest, and illegal activity by entities doing or seeking to do business with NJT. MFS representatives visited sites as required, attended design review meetings, construction contract meetings, and organized scope reviews to ensure responsibilities were conducted in accordance with NJT rules and regulations. MFS personnel provided comprehensive integrity oversight and monitoring in an effort to ensure NJT Superstorm Sandy Recovery and Resilience projects were designed and constructed in a timely and ethical manner. MFS’ oversight helped to prevent any potential fraud, waste, corruption, and/or abuses.
